Background with Respect to Ocean Sciences Education:
Retired Professor of Chemical Engineering at Caltech where he published over 70 peer-reviewed papers and taught over 75 courses. In 1979, founded the Summer Undergraduate Research Fellowship (SURF) program at Caltech and JPL which has involved over 3,440 students. Also served as the Dean of the College of Natural Sciences and Mathematics for the California State University at Long Beach. Former Manager of the NASA Jet Propulsion Laboratory's Educational Affairs Office where he helped found the JPL Undergraduate Scholars (JPLUS) program, which involves 30 local California Community Colleges. A former National President of Sigma Xi, Fred became a "designated lifetime National Associate of the National Academies" in 2001. Received his Ph.D. in Chemical Engineering from University of Illinois (Berkeley).
